Mark Elliott is an expert in public-private partnerships and infrastructure investment. His experience spans planning, project management, financing, engineering and operations. He has a detailed understanding of the commercial, procurement and technical issues faced by promoters, bidders and funders throughout the development of transport schemes.

He is a Chartered Engineer with an MBA in Finance. He has provided PPP, restructuring and strategic advice for a variety of infrastructure clients including Department for Transport, Transport for London and the Olympic Delivery Authority in the UK, as well as the Ministry of Economics/MAV in Hungary and the Ministry of Infrastructure/PKP in Poland.
