Impact of the Financial Crisis on PPP Projects

Altough many analysts agree that the world economic and financial crisis is nearly over, it certainly had a strong impact on PPP projects throughout the world.

The recovery is more visible in developing countries where new investments grew by 2 % in the first half of 2009 compared to strong decline of 48 % in the second half of 2008 (comparison are quoted on year basis).  However, in the number of approved projects a strong decrease is evident. This implies that large scale projects have been approved allowing risk concentration.

Pulkovo Airport PPP
30 September 2009

Pulkovo Airport is the airport of St. Petersburg Russia’s second largest city. The PPP project was launched in April 2008 by the tender announcement. In June 2009 the winning bidder - an international consortium, namely the Northern Capital Gateway Consortium, consisting of Fraport AG, VTB bank, Horison Air Investments – was announced. The consortium won a 30 year contract and the right to build and operate the airport. The signing of the PPP contract is scheduled for 2 November 2009.
