New PPP Opportunity in Waste Management in Greece

http://www.epem.grEPEM SA is currently acting as a technical assistant of the Waste Management System of Western Macedonia S.A. (DIADYMA SA) in order to support it in its effort to implement a regional integrated solid waste management system under a PPP scheme.

DIADYMA is already implementing a regional system consisting of a network of 9 transfer stations and 1 regional sanitary landfill, which serves 300.000 inhabitants and results in the collection and safe disposal of approx. 120.000 tons/year. However, it is apparent that this system needs to be supplemented by a waste treatment facility in order to be able to reach the targets set by the national and EU legislation.

EPEM has already examined alternative solutions for the waste treatment facility as well as for the funding scheme that should be used. It became evident that a PPP scheme could be successful in this case and the Western Macedonia waste management system could act as a pilot for the implementation of similar projects under PPP in the future.

In the framework of its services EPEM (in close collaboration with ASE Synergy Consulting S.A – Member of the EPEM Group) has carried out the following activities:

  • development of a financial model – determination and distribution of risks – alternative viability scenarios – sensitivity analyses,
  • determination of critical issues related to the implementation of the system,
  • determination of the most suitable PPP scheme,
  • legal and technical support to DIADYMA during the consultations with the competent authorities.

The project that is foreseen to be implemented under PPP includes:

  • design, construction, operation and maintenance of the Central Waste Management Facility of Western Macedonia, consisting of the waste treatment facility and the landfill of the residues,
  • operation and maintenance of the existing waste transfer stations network (including the waste transfer equipment).

The operation of the system will cover the period 2011 – 2035. The budget of the scheduled works depends on the selection of the waste treatment technology. In any case the estimated costs for the construction and operation of the facilities includes:

  • investment costs for the Central Waste Management Facility (including the re-investments): approx. 81,8 - 94,9 m €,
  • investment costs for the waste transfer network: approx. 12,7 m €,
  • operation and maintenance of the Central Waste Management Facility: approx. 115,4 – 146,2 m € (for the period 2011 – 2035),
  • operation and maintenance of the waste transfer network: approx. 56,9 m € (for the period 2011 – 2035),
  • management cost for the integrated waste management system: approx. 19,2 m € (for the period 2011 – 2035).
  • Total cost = 286,1 – 329.9 m € (for the period 2011 – 2035).

The project is currently under examination by the Greek PPP competent authority and is expected to be procured within 2008.

EoI due 2 July for Consulting Services in Romania

2 July 2007 is the deadline for Expression of Interest for Consulting Services for Design and Construction Supervision under the Roads Rehabilitation VI Project (EIB); code CPV 74210000-4 and code CPV 74232250-1. The services involve supervision of 3 lots under the rehabilitation or upgrading of approximately 1,100 km of national roads in the west, central, east and north-eastern parts of Romania.

Preferred Bidders for M6 & M60

Three consortia have been invited to bid for Phase 3 consisting of a 49 km long section between Szekszárd and Bóly (M6) and a 30 km long link from Bóly to Pécs (M60). The PPP contract is for construction, renovation, maintenance and operation of the two sections of road, which are to be completed by 2010.

The selected consortiums are:

Financial Aid for Transport and Energy Networks

Parliament approved the Council common position on Community financial aid in the field of trans-European transport and energy networks, thus winding up the process at second reading. This regulation adapts existing financial instruments and will allow for a higher Community co-financing rate, especially for projects which are of a cross-border nature, have a transit function or cross natural barriers.

It should lead to a better use of the existing networks, the removal of bottlenecks and the completion of missing links, thus increasing efficiency and competitiveness, reducing saturation points and enhancing the long-term viability of such networks.

Key points of the compromise agreed between EP and Council, including successes for Parliament, include the following:

Community co-financing levels are set at:

  • a maximum of 20 % for TEN-T of the eligible cost,
  • 30 % for cross-border projects and 30 priority projects,
  • 10 % in the field of energy.

Delayed projects can now be cancelled after four years instead of the two years Council wanted. The European Investment Bank will, in addition to the public-private partnership system, offer new instruments in the form of loan guarantees for a maximum of 500 m€ until 2013.

Parliament's rapporteur was Mario MAURO (EPP-ED, IT). The regulation will enter into force on the twentieth day following its publication in the Official Journal of the European Union.
