The European PPP Center in cooperation with International Road Federation organized the highly successful conference "Promoting PPP Investments in CEE". The event was held on the 29-30 October 2007 in Budapest, Hungary. With more than 200 participants and the Hungarian Government as the Official Host the conference was the PPP meeting of the year. This special workshop focusing on the M6 project was organized in cooperation with the Czech PPP Association. The event was held on 31 October 2007 and catered first hand information to the participants. This series of training was organized in cooperation with the Association of Hungarian Consulting Engineers and Architects. Large Projects in Practice I, held on 18 October 2007 focused on comparing traditional and PPP structures from the contracting point view. Large Projects in Practice II, held on 8 November 2007 focused on comparing traditional and PPP structures during the implementation and the rules of technical control. |

The European PPP Center in cooperation with Stefanica, Dutu & Asociatii, a leading Romanian law firm, held a unique training program on Guidelines to Successful Public Private Partnership in Romania in JW Marriott Bucharest Grand Hotel on the 16th-17th November 2006. The aim was to transfer the Hungarian PPP experiences to the Romanian colleagues, at a time when the country was just about to enter the European Union. At this special occasion Dr. András Timár has presented his long term experiences with PPP Project Analysis & Appraisal. Dr. Timár as senior negotiator of the Ministry of Transport of the M1/M15 project and working later as Senior Motorway Specialist for EBRD has given valuable insights into topics as: • advantages and disadvantages of PPP, • demand analysis for project assessment, • economic evaluation, • financial & sensitivity analysis, • uncertainty and risk analysis, • accounting implications. His presentation was followed by Mr. Peter Snelson, Director Project Development at Atkins, who has guided the audience through experiences with PPPs in different countries and the lessons learnt. The first day was concluded with a comprehensive update on the Romanian PPP legislation. Ms. Monica Constantin from Stefanica, Dutu & Asociatii has brought the attention of the participants to the possible pitfalls in the legislation and provided them with useful recommendations. The second day started with a presentation from Ms. Fruzsina Bíró. Ms. Bíró as a former Director General with the Ministry of Economy and Transport in Hungary and the predecessor of the M5 restructuring program spoke about the public sector expectations in PPPs. To conclude, Mr. Béla Kilyénfalvi, Project Financing Director in ING Hungary, made an interactive presentation about his experiences with financing PPP projects. His risk matrix exercise, in which he devided the participant into a group of lawyers and other participants, created a really competitive atmosphere in the training room. In order to have a complete overview, the training was closed by EPPPC’s Managing Director with a practical presentation of lessons learnt in major Hungarian projects.
